This is almost certainly a Western X Glaucous-winged Hybrid. They're called Olympic Gulls as they are common on the Olympic Peninsula.

Ottawa - This species occurs on western Lake Ontario each fall in small numbers but is rare in Eastern Ontario. Most Sabine's seen in the south are juveniles. Adults are very rare. The dark gray head and yellow-tipped bill are distinct.
